Mitchell Sahn is Executive Director (Deputy County Executive) for Health and Human Services in Nassau County, NY. In that role he is responsible for policy creation, planning and management for eight health and human service departments, including; Social Services, Youth Services, Veterans Services, Physically Challenged, Substance Abuse Services, Health (including bio-terrorism preparedness activities), Senior Citizen Affairs and Mental Health. Together these 8 Departments have an operating budget of $1.2 Billion, a staff of almost 2,000 and serve over 300,000 clients annually. Mr. Sahn also serves on the executive committee, which oversees all County operations, which total $2.5 billion and employee 9,000 people. In that role he coordinates with the law enforcement (police, sheriff, and jail), general services, real estate, (parks, DPW, IT), Economic Development, Homeland Security and Office of Management and Budget as a co-manager and advisor on various initiatives. He was part of the management team that “turned around” Nassau’s credit rating by three outlook upgrades through creating efficiencies and measures that streamlined government operations. Mr. Sahn has pioneered the concept of “No Wrong Door”, which for the first time ties together the “Social Services” with Health Services creating a continuum of care through a single point of entry for all 8 Departments. He is also the architect of $35 million dollars in “better government” cost-savings initiatives, which will add efficiency to the delivery system, and reduce program redundancy through process engineering and advanced technology. Of the $35 million in savings detailed in the County’s 4-year plan, less than $2.5 million has come via program reductions, helping to preserve vital services to the community. Realizing that Governmental funding for social programs will continue to remain problematic as Medicaid and other costs continue to increase, he has worked to increase revenue streams as well as maximize reimbursements in areas such as real estate, staffing patterns, alternatives to incarnation programs and other diversion programs in both the criminal and civil arenas. Additionally, he has created lead agencies that are responsible for both programs and centralized core functions to eliminate redundancies, reduce costs and provide more efficient service delivery and improve risk management controls. Additionally, Mr. Sahn was responsible for two significant initiatives that were tied to minority health. The first was the goal to have cultural competency training in place for all supervisors by September 2003. The second was the creation of a health care disparity working group that brought together senior department staff, community members and medical professionals to document and report gaps in service so they can be addressed. Mr. Sahn has been appointed by U.S. Secretary for Health and Human Services Tommy G. Thompson as a member of the Department of Health and Human Services’ Center for Substance Abuse Prevention National Advisory Board and is a member of the National Association of Counties Unfunded Mandate and Medicaid Committees. He has formerly served as member of the U.S. Conference of Mayors Health Committee and the board of Directors of the Nassau University Medical Center, in addition to corporate and not-for-profit boards. Mr. Sahn is serving his 5th term as Mayor of the Village of Hewlett Bay Park, NY where he has cut taxes 8 years in a row, paid down all outstanding debt, balanced the budget and expanded State grants and funding alternatives. He was responsible for drafting the first update of the U.S. Conference of Mayors Drug Policy (2001) platform since 1997, and has written papers on many topics, including: “Increasing Efficiencies of Block Grants at Local Government Levels”, “Educating the Clergy in Building Community Coalitions through Faith Based Initiatives”, and “Technology in Recovery from a Governmental Perspective”. Mr. Sahn was also nominated by Center for Alcohol and Substance Abuse at Columbia University for NIAA (National Institute Alcohol Addiction) Senator Harold Hughes Award for Public Service, Prior to governmental service, Mr. Sahn spent over 21 years in the financial sector as a merger arbitrageur and financial analyst involved in managing corporate turn around situations. He also held senior management roles at Citibank Private Bank, Lehman Brothers Inc., Morgan Grenfell/ Deutches Bank, BAWAC Bank of Austria’s subsidiary Belforte Group, Inc. (a multi-billion dollar global investment group). After leaving the financial sector in 1998, Mr. Sahn formed KJMC/LLC a privately held consulting firm specializing on crafting operational, financial and strategic plans for both startup, non-for-profit and first tier companies. His hands on knowledge of current and emerging business models in addition to an insider’s understanding of deal structure and funding, has been pivotal in turning around and re-positioning companies as well as evaluating and creating financing and strategic plans for numerous entities. It was during this period that he began his work with various Health and Human Services organizations and policy making groups and developed his expertise in the area of integrating best business models and practices with local governments. Mr. Sahn received a BA from the State University of New York at Binghamton in Public Policy/Political Science, and a MA in Political Science and Economics from the Rackham School of Graduate Studies at The University of Michigan, Ann Arbor where he was awarded two graduate fellowships and is a Fellow of the School.
